ADMINISTRATIVE STRUCTURE OF SEZ

According to the Law, the resolution of the regional deputy council № 23/2-18 dated 8.07.98 the Board on special economic zones and special mode of investment activity in Donetsk region was established, which is in charge of co-ordination of interaction between investors, local authorities and the supreme government bodies, and also the development of appropriate measures on attraction of investments and supervising of their proper use in territories of priority development.

There are 86 members of the Board. Among them are official authorities of regional state administration, town and districts, scientific institutes, banks, insurance companies, leading plants and companies, representatives of trade unions and representatives of Donetsk region in Ukrainian parliament.

The Board provides selection and support of implemented investment projects, organises realisation of competitions and the international tenders on selection of investment projects and their participants, gives out the sanction for realisation of entrepreneur activity on territories SEZ, carries out general control of investment activity, considers disputes in the pre-judicial order.

The Board on SEZ co-operates with the administration bodies of Ukrainian parliament - "Rada", administration and departments of the Cabinet of Ministers of Ukraine, State tax administration, customs service, regional state administration and regional deputy council.

The executive body of the Board on SEZ is the Secretariat which works in close interrelation with the branch departments, supervising bodies and mediates between investors and central authorities bodies.

Besides the above-mentioned government bodies in the present structures include also other bodies of governing on questions of investment activity development

• Department on questions of territories development (as the body of regional state administration providing work in the sphere of an investment policy on a vertical of the state governing bodies)
• the appropriate divisions of local bodies of executive power - departments on questions of development of investment activity in territories of priority development
• Bodies of economic development of SEZ "Donetsk" and "Azov" which are engaged in organisation questions of SEZ territory, construction of objects of an industrial and non-industrial infrastructure, communications development, the signing the contracts on sub-contracting works on organisation questions of SEZ, exploitation of objects of an infrastructure.
